Source hierarchy

Claims are supported in a fixed order of authority. A lower tier never overrides a higher one.

  • Tier 1 — Statutes: Federal and state statutory text, including the Internal Revenue Code.
  • Tier 1 — Regulations: Treasury regulations, state insurance regulations and formal rulemaking.
  • Tier 1 — Internal Revenue Service: IRS publications, revenue rulings, procedures, notices and forms.
  • Tier 1 — Department of Veterans Affairs: VA guidance on SGLI, VGLI, rates, conversion rights and eligibility.
  • Tier 1 — State insurance departments: Department bulletins, licensing records and consumer guidance by state.
  • Tier 2 — NAIC: Model acts, model regulations and NAIC research publications.
  • Tier 2 — FINRA: Applicable where a product or transaction involves a security.
  • Tier 2 — Other regulators: SEC, CFPB and other agencies with jurisdiction over a specific point.
  • Tier 2 — Other government sources: GAO, CRS, Treasury and federal statistical publications.
  • Tier 2 — Official carrier documentation: Policy contracts, riders, conversion schedules and carrier bulletins.
  • Tier 3 — Recognized professional organizations: Actuarial, legal, accounting and advisory bodies publishing standards.
  • Tier 3 — Academic and peer-reviewed research: Journal articles and university research on mortality, pricing and markets.
  • Tier 3 — Industry data: Rating agencies and trade bodies, attributed and dated.
  • Tier 4 — High-quality secondary sources: Established professional press, used for context only and never as the sole support for a factual claim.

Citation rules

Each cited source carries a publisher, source type, publication date where available, and the date it was last accessed. Links to third-party sources are not endorsements.

Rates, limits, deadlines and contract provisions are cited to the document that governs them — never to secondary commentary describing it.

Carrier and product facts

Carrier conversion provisions, product availability and rating data are recorded only from official carrier documentation or the rating agency itself, and are shown with the date they were verified. Where a provision varies by contract or issue date, the page says so rather than generalising.

Verification dating

Every page, carrier record and tool carries a last-verified date. A date shown on a page is the date the underlying sources were last checked, not the date the file was edited.

What we will not publish

  • Performance projections presented as expectations
  • Rate or payout figures without a dated source
  • Carrier provisions inferred from marketing material
  • Testimonials, awards or results claims that are not independently verifiable
